GC POLICY 1: LAND USES AND SPATIAL APPROACH

Representation ID: 148

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

Living in the immediate area considered for development I strongly oppose this proposal as I believe the council has not fully considered the colossal impact this massive development will create. Colchester doctors, schools, hospitals and roads are full to capacity at present. Local surgeries in the area are closing their patient lists due to the increasing numbers of new residents in the current new developments being built. The roads in this area are small country lanes that are breaking up already with the amount of traffic, they talk about a rapid transit system which is basically a bus Lane!

Change suggested by respondent:

Drastically reduced. Any additional traffic arising from new developments need to have only direct access onto the proposed new road linking the A120 and A133 to avoid further congestion through Crockleford Heath and Wivenhoe Road which links onto Bromley Road heading into Greenstead and Colchester Town. These roads are currently small country lanes, already unsafe for additional fast moving traffic, unable to cope with large lorries and public transport.

GC POLICY 2: NATURE

Representation ID: 150

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

The area proposed is already an area that supports an abundance of wildlife. It is impossible to say that by building thousands of houses, roads and associated buildings that bring considerable pollution, by simply building green areas and pathways you are adding to the sustainability of wildlife, sustainability is already here the way nature intended. This area already provides walks, horse riding and cycling facilities to many. Adding thousands of homes, hundreds of cars etc is unsustainable.

Change suggested by respondent:

Drastically reduced area of development, larger buffers to existing communities with no access on the already small country lanes.

GC POLICY 3: PLACE SHAPING PRINCIPLES

Representation ID: 151

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

People will not use the transit systems or cycle to work, how do you get three children to school on a bike! How do you get to work if the transit system or bus does not follow your route, what if you work on the outskirts of town, or Ipswich, London, Cambridge etc. the transit system won’t help you there. The transit system will have to follow an already congested area and by diminishing facilities on the roads for cars for a bus Lane will only add more congestion for residents, a foolish and unworkable idea.

Change suggested by respondent:

Drastically reduced and a realistic solution to the problem, building this massive development, basically a new town on the outskirts of a Roman Town, built on a hill with little infrastructure to adapt successfully is foolhardy at best

Full text:

It is clear by seeing other large developments that the character of such buildings will not compliment or ‘fit into’ the character of the existing properties in this area. I think it’s incredibly naive to put into a plan idealistic notions that people will use cycling lanes or bus routes to travel to schools ( which by the way are completely full) and work. Colchester installed cycling lanes at huge expense I’m sure along the bottom of Harwich Road to Ipswich Road, a route I travel on in my car, and have yet to see more than a handful of people using in all the time it’s been built!

GC POLICY 4: MEETING HOUSING NEEDS

Representation ID: 152

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

As previously mentioned this colossal new town needs further consideration. I appreciate the need for new housing, but realistically without concrete evidence to support the sustainability of this project it should be disbanded. There is no point in building thousands of homes with the ‘promise’ of schools, doctors etc. we all know that recruitment in these professions are limited at best. There is no strong evidence to state that these vacancies would be filled on such a humongous scale. We would then have a community with no facilities necessary for sustainable living.

Change suggested by respondent:

Drastically reduced and a more realistic approach is needed.

POLICY 5: ECONOMIC ACTIVITY AND EMPLOYMENT

Representation ID: 153

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

In light of the economic climate we are facing where people are struggling to pay mortgages, companies are struggling to provide employees with salaries to compensate the increased cost of living, how many firms are realistically able to set up new businesses providing people with competitive salaries to purchase homes on such an enormous scale. Where are the teachers, dentists, doctors, and the already over stretched community care going to miraculously appear from? I believe there is a very real prospect, a serious prospect that thousands of homes are going to be massively under supported in vital areas.

Change suggested by respondent:

A more realistic smaller approach

GC POLICY 6: COMMUNITY AND SOCIAL INFRASTRUCTURE

Representation ID: 154

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

Having worked in the local food bank on the huge council estate near to this proposed plan, in my opinion social infrastructure is currently missing already! There is very little support for a huge community literally down the road! I believe it’s a very idealistic notion to think there would be enough finances to support this long term. Promises will be made I’m sure, but unless there will be a guaranteed budget for the foreseeable future that is ringfenced, my belief is once built, these houses will be left with very little community facilities.

Change suggested by respondent:

As previously mentioned, drastically reduced plans, and realistic expectations in the current climate and the impact on already local communities.

GC Policy 7. Movement and Connections

Representation ID: 155

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

What a wonderful idea that people will walk, cycle to work, school, etc. realistically this will not happen. I feel that this report glosses over the fact that most people have at least two cars, mainly because they need vehicles for work, shopping, school runs etc. to suggest that by merely installing these utopian visions of a green, traffic free, we will ignore the reality that the roads around colchester will be more congested by this development, people will not do their weekly shop by bus, or cycle, the rapid transit system will not cater to the needs of everyone.

Change suggested by respondent:

Drastically reduced and more realistic reports on the negative impacts this will have, as we know there will be many of them.

GC POLICY 8: SUSTAINABLE INFRASTRUCTURE

Representation ID: 158

Received: 25/06/2023

Respondent: Mrs Susan Burns

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

Once again the comment that residents will have much reduced need to travel. This is beyond ridiculous, most people travel everyday and not just on routes served by public transport ! I believe it’s time to accept that carbon emissions will increase massively, low emission boilers, cars and other household environs, will increase considerably. The convenience factor will far outstrip the idealistic notion of a carbon zero way of life. Nobody is going to travel on maybe two buses to their destination when your car is parked on the drive!

Change suggested by respondent:

Drastically reduced. More realistic expectations need to be factored in to this idealistic dream.
