Then plan has tackled infrastructure provision within the new community. However it has failed to explain how the increased demands on infrastructure outside the community will be tackled. For example Colchester General Hospital is already tight for space, with insufficient parking space for those arriving by car. Public transport links are slow and not ideal for those who may not be in the best of health.

The Cling Hill access to Colchester is already very congested, with long delays at peak periods. The A133 to A120 link road needs to be in place before the development starts, to mitigate the impact of the new community on this choke point.
While the rapid transit system appears a good idea, it looks like it will need expensive subsidy and capital spend to deliver. Given that usage is likely to be low until there are a substantial number of houses in the new development, it would be better to complete the link road and delay the rapid transit system.

Change suggested by respondent:

Complete the A120/A133 link road before development starts.
Explain how developers will ensure that streets in Wivenhoe are not used for new community residents parking for Wivenhoe train station.
Delay rapid transit system until there is a reasonable number of houses, using the funds released to complete the link road.
